Resumption of Repayment and Interest Accrual of Government Loans

  1. The Ministry of Education (MOE) will resume repayment and interest for the Tuition Fee Loan (TFL), Study Loan (SL) and Overseas Student Programme Loan (OSPL), from 1 October 2021.
  2. The resumption of Repayment and Interest Accrual will also apply to non-MOE funded loans administered by DBS Bank.

EXTENDED SUSPENSION OF REPAYMENT AND INTEREST ACCRUAL OF GOVERNMENT LOANS TILL 30 SEPTEMBER 2021

  1. The Ministry of Education (MOE) will extend the suspension of repayments and interest accrual for the government loans for all Autonomous University (AU) and polytechnic graduates for a further four months, until 30 September 2021. During the suspension period, loan repayments due will be suspended and no interest will be charged on any loans. The suspension was first announced as part of the Resilience Budget on 26 March 2020, where MOE had provided a one-year suspension from 1 June 2020 to 31 May 2021.
  2. All graduates with an outstanding Tuition Fee Loan, Study Loan, or Overseas Student Programme Loan, will automatically be included in the suspension. This includes graduates who have already started on their loan repayments, and students with outstanding government loans who will be graduating before 30 September 2021.
  3. If you are graduating during the period of suspension, interest on your outstanding loan will commence from 1 October 2021, after the suspension period has ended. Please note that for new graduates, repayments for the Tuition Fee Loan and Overseas Student Programme Loan will commence two years after graduation for university graduates, and one year after graduation for polytechnic graduates. Repayments for the Study Loan for both university and polytechnic graduates will commence six months after graduation. The grace period for the commencement of loan repayment is counted from your date of graduation and it will not be extended by the loan suspension period. As interest accrual on the outstanding loan will commence from 1 October 2021, you should consider starting your loan repayments as early as 1 October 2021, instead of the end of the grace period, to minimise the interest accrual on your outstanding loan.
  4. The suspension will not affect students who are not due to graduate between 1 June 2021 and 30 September 2021.
  5. Individuals who wish to continue repaying their loans can do so through alternate (non-GIRO) channels. Please refer to FAQ for more details.

  2. Select “Add GIRO Arrangement”
  3. Under "Billing Organisation”, select “DBS CASHLINE/TFL/SL”
  4. Under "Bill Reference", please enter your loan account number in the format 00005xxxxxxx (12 digits)
  5. Under “Payment Limit”, please enter your monthly instalment amount
  6. Under “My Account”, please select your preferred account for the bank to perform the debiting
  7. Complete the action by clicking the “Next” button at the bottom, and then clicking “Submit” again at the next page

Full / Partial / Adhoc Repayment
  1. Login to Internet Banking and select "Pay Bills and Cards"
  2. On the right panel under "More options", select "Add a billing organisation"
  3. Under "Billing Organisation", select "DBS TFL/SL/POSB LA" from the drop-down list.
  4. Under “Bill Reference”, please enter your loan account number in the format 00005xxxxxxx (12 digits)
  5. Under "From Account", please select your preferred account for the bank to perform the debiting.
  6. Complete the action by clicking the “Next” button at the bottom, and then clicking “Submit” again at the next page.
